Why Strong Educators Matter

Toledo Public Schools’ PROUD initiative set out to rethink how a large urban district attracts, supports, and keeps strong educators, particularly in hard-to-staff roles and schools. By evaluating the project, Basis helped TPS see which strategies were working, which weren’t, and how to refine them so more students benefit from effective teachers and school leaders.

Understanding Impact

The PROUD initiative encompassed multiple projects, each individually evaluated by Basis. Across the initiative, Basis evaluated and optimized

  • a Grow Your Own program for teacher and specialist retention
  • an administrator mentorship and performance program
  • an administrator training program focused on inclusion, implementation, and instructional improvement
  • the expansion of an alternative pay program for teachers
